ABSTRACT

Objective. Defining business requirements throughout the life cycle of an enterprise system plays a critical role in IT planning. The purpose of this project was to provide the organization recommendations in addressing ongoing system related issues experienced by the client. Previous research on IT conversion projects for enterprise resource planning and human resource management information systems used the T-O-E framework to identify business requirements.

Method. This project used the T-O-E framework to evaluate previously defined business requirements and provided additional recommendations for requirements based on three domains of the framework. Archival research was used as a tool to evaluate historical documents related to the organizations previous conversion project of the client’s current system. Background readings scanned the current IT landscape including enterprise claims adjudication systems (CAS) in the marketplace, common modules and functions, and factors that should be considered in defining critical business requirements.

Results. The findings of this projected identified new requirements that were not previously identified in organization’s prior conversion project of its current LCS system. To maximize the benefits of existing CAS, recommendations were made to help transition the client’s workflow from a manual process to an electronic and automated process. Future considerations for the agencies of DHHS (I.H.S. and CMS) were also identified to improve the coordination of benefits of PRC eligible patients.

Conclusions. The limitations of this project could be addressed by additional research in surveying various stakeholders. This may include value stream mapping to better answer the fourth research question. Overall the use of the T-O-E framework identified a more holistic set of business requirements for the client and organization.
